Over the past 40 years of reform and opening-up, China has undergone earth‑shaking transformations, with vibrant prosperity evident everywhere. Having witnessed and participated in this era of change, Chen Yucheng currently serves as Chairman and General Manager of Xiangtan Zhaoshan Petrochemical Technology Co., Ltd., and as Chairman of Yueyang Chengcheng Petrochemical Technology Co., Ltd. He also holds the positions of Vice Chairman of the Yunxi District Federation of Industry and Commerce and President of the Yunxi District Volunteer Service Organization Federation. Since graduating from university in 1994, he has been an entrepreneur for 25 years. Under his leadership, his team has upheld the corporate philosophy of “integrity, innovation, circularity, and transcendence,” consistently honoring its reputation, maintaining high standards of quality and environmental protection, and fulfilling its social responsibilities.

The company has been designated as a national demonstration enterprise for the “Resource and Environmental Technology” project under the national circular economy development initiative. He has been honored with numerous awards, including “Good Person of Yunxi,” “Fifth Moral Model of Yueyang City,” “One of the First Ten Exemplary Figures of Integrity in Yueyang City,” “Second Integrity Star of Yueyang City,” “Good Person of Hunan Province,” and “Good Person of China.”

Product quality is the cornerstone of a company’s survival, and environmental protection is a key national priority. They remain steadfast in their commitment to high‑quality, environmentally friendly practices, placing these principles at the forefront. Guided by the quality philosophy that “market needs define product standards, and customer satisfaction defines corporate objectives,” they leverage advanced processes, state‑of‑the‑art equipment, comprehensive testing, meticulous management, and trustworthy service to achieve the reduction, harmless treatment, and resource recovery of urban food‑waste oils and fats.

He spearheaded the independent research and development of three national invention patents, including “A Method for Preparing Oleic Acid and Palmitic Acid from Waste Animal and Vegetable Oils.” Currently, the company has recorded zero safety or quality incidents, product functional defects, or non‑compliance with mandatory product standards. The project’s “three wastes” are all treated in accordance with national environmental protection standards and discharged in compliance, with no secondary pollution generated.

Since its establishment, the company has never experienced any customer complaints or product returns. Its products are sold across 27 provinces, municipalities, and autonomous regions nationwide and have also entered the North American and Southeast Asian markets. On December 18, 2010, he led a team to participate in the city-wide evaluation of completed projects, where they ranked first overall among Category II projects and received high praise from then-Secretary of the Municipal Party Committee, Yi Lianhong, and Mayor, Huang Lanxiang.

The company has been repeatedly recognized as a provincial-level Grade A enterprise for quality and credit, a trustworthy unit for product quality, and a consumer‑satisfactory organization. Its “Chengcheng” brand oleic acid and stearic acid have been rated by the China Quality Wanli Xing Market Research Center as well‑known brands that prioritize quality, uphold integrity, and build strong brands, with consistently stable and qualified quality under national supervision and inspection, and have been awarded the “Hunan Province Famous Trademark” designation.

He has consistently upheld his social responsibility, implementing it with a strong sense of civic duty and actively supporting local economic development through concrete actions. He founded “Zhaoshan Petrochemical” and “Chengcheng Petrochemical”; since their inception, both companies have steadfastly adhered to laws and regulations and maintained principles of integrity in business, never engaging in any conduct that has harmed national interests, the public good, or the rights and interests of others.

He has voluntarily paid taxes totaling over RMB 30 million, never once defaulting on or underpaying a single cent. Even when the company was owed millions in outstanding receivables, he ensured that neither the company nor himself owed a single penny to anyone, including never allowing bank loans to fall into arrears. In September 2017, the company faced a three-day deadline to repay a RMB 5 million working-capital loan from Huarong Xiangjiang Bank; with cash flow not yet recovered in time, repayment became extremely challenging. He rallied the entire management team to pool resources and promptly settle both the principal and interest in full.

Becoming prosperous, he never forgets gratitude. As the inaugural president of the Yunxi District Volunteer Service Organization Federation and concurrently serving as the vice chairman of the District Federation of Industry and Commerce, he has also become a model of compassionate dedication to targeted poverty alleviation in Yueyang City. Over the years, he has remained committed to public service, actively participating in numerous charitable initiatives—ranging from relief donations and road‑building and bridge‑construction projects to “Learn from Lei Feng” campaigns, disaster‑relief efforts, and targeted poverty‑alleviation programs. In total, he has donated more than one million yuan in cash and goods, with over 200,000 yuan personally contributed to targeted poverty‑alleviation work.

As a member of the CPPCC Committee of Yueyang City, he actively participated in state affairs and submitted Proposal No. 226, “Suggestions on Targeted Poverty Alleviation,” at the Fourth Session of the Seventh CPPCC Municipal Committee (an outstanding proposal for 2016). The Municipal Poverty Alleviation Office highly commended the proposal, and the Municipal Party Secretary attached great importance to it and personally oversaw its implementation. On May 1, 2018, he was awarded the honorary title of “Yueyang City’s Ambassador of Compassion for Targeted Poverty Alleviation” by the Publicity Department of the Yueyang Municipal Party Committee, the Municipal Federation of Trade Unions, and the Municipal Poverty Alleviation Office.

Over more than two decades of entrepreneurship, he has maintained an impeccable record of integrity with Party committees, governments, functional departments, banks, social organizations, and people’s groups at all levels in Xiangtan, Yueyang, and elsewhere.
